What is menstrual insecurity?
A person is in a situation of menstrual precariousness when he or she encounters difficulties, financial or in access, in obtaining sanitary protection and hygiene products for menstruation.
An Ifop survey carried out in February 2019 for the Dons solidaires charity network shows that menstrual precariousness affects 1.7 million people in France.
Another survey of 6,518 students carried out at the end of 2020 by student organizations, including the Fage, reveals that 13% of respondents also say they "have already had to choose between protection and another basic necessity".
What is France doing to combat menstrual insecurity?
In France, the first measure concerning menstrual precariousness was the lowering of the VAT rate on sanitary pads from 20% to 5.5% in 2015.
In October 2019, a parliamentary report, submitted to the government, recommended experimenting with the provision of free sanitary pads in places frequented by precarious people.
Last December, the government allocated five million euros to the fight against menstrual precariousness for 2021, giving priority to incarcerated women, those in precarious situations and students in collèges and lycées in priority education.

The Minister of Higher Education, Frédérique Vidal, announced on February 23, 2021 that free sanitary pads would be made available to female students "university residences and university health services will be equipped with dispensers for free, environmentally-friendly sanitary pads".
Frédérique Vidal has set a target of deploying 1,500 sanitary protection dispensers "on all campuses" by the start of the academic year in September 2021.
